North Plains Rent Ordinance
Oregon has statewide rent control (ORS 90.323/90.324), so North Plains follows the state cap. For 2026 the maximum increase is 9.5% (7% + CPI, capped at 10%); no increase is allowed in the first year of tenancy and only once per 12-month period. Buildings under 15 years old are exempt. Oregon preempts additional local rent-control ordinances (Portland adds local relocation-assistance rules).
